Former Dohn Community High School superintendent Leando Ramone Davenport and contractor Jonathan Larry Ballew have been charged in an alleged federal fraud scheme.
According to the indictment summarized by WCPO, the case includes four wire-fraud counts and monetary-transaction counts. Prosecutors allege that payments were authorized for invoices that were fraudulent, inflated, or tied to work that was not performed.
WCPO reports that more than $8 million was paid to entities controlled by Ballew and that more than $4 million was allegedly returned to entities controlled by Davenport. The defendants are presumed innocent unless proven guilty in court.
